People who have received Jesus are given the right to become children
of God.
People who have received Jesus are the people who believe
on His name.
"Receive" in John 1:12 means to receive "in order
to obey him" (The New Thayer Greek-English Lexicon, 1983, p.
370). Also see Jn. 5:43; 12:48.
John uses the past tense ("received") denoting that a
person is not given the right to become a child of God until after
receiving Jesus in order to obey Him. People who have received Jesus
in order to obey Him are saved because they have obeyed Him (Heb.
5:9; cf. Matt. 28:18).
